Many long telephone calls

The response rate was low in both questionaire one and two. Trying to reach authorities over the phone to get them to respond to our surveys is more than a little time consuming. We are starting to realize that it will not be as easy as we first thought to get hold of useful information. It’s time to consider other ways to get answers.
