Despite the phone calls, only one new survey response has been received. Most agencies contacted said that they will respond to our questionnaire as soon as possible. In some cases, they can not find any registration of a questionnaire submitted/received and in others they say that it must have been lost and asks for a new mailing and promises to get back to us. However, there are some agencies immediately answer that they have a habit of not responding to surveys and therefore “declines the offer” to be involved in our study.
Another example: “Hello, I’m sorry I haven’t gotten back to you earlier. Unfortunately, I’m not the right person to answer this questionnaire. I have examined who could do it, but have not succeeded. We thank you for the offer to participate in the survey, but must decline participation.”
